James Fouts MACOMB DAILY FILE PHOTO Recently approved regulations of medical marijuana facilities in Warren have been vetoed by Mayor James Fouts. Using his office’s authority, Fouts halted the implementation of medical marijuana rules and processes including zoning restrictions and licenses that highlight a new ordinance passed last week by the City Council. “At the outset, I am not opposed to medical marihuana, and it is not my intent to debate the merits of marihuana legalization,” the mayor wrote in an April 12 veto notice, emphasizing “greater safeguards” for the community are needed. “As council is aware, I am extremely concerned about the infiltration of medical marihuana businesses that could adversely impact our quality of life. I am confident that council and my administration could agree to an ordinance that would harmonize the interests of medical marihuana industry with the interests of the public at-large,” he said. At a special meeting earlier in the week, the council voted 6-1 to pass the second “reading” of the ordinance that would require medical marijuana businesses and facilities be located at least 1,000 feet from any schools, and 500 feet from places of worship; government buildings including libraries; public parks and playgrounds; and child care and day care centers. In his veto letter, Fouts said he wants larger buffer zones, in which the 500-foot spacing requirement would be doubled. The mayor noted three medical marijuana facilities are near the Warren Fire Department Administration Building, located on Schoenherr Road, north of Nine Mile Road –- one as close at 30 feet. Fouts said medical marijuana facilities are prone to higher crime because of large sums of cash are handled there.
